- Have attained a cumulative grade point average of 3.0 on a 4.0 scale at the time of application.

Eligibility Criteria:
- The applicant must be either a resident of Arkansas who will be attending an in-state or out-of-state postsecondary education institution or an out-of-state student attending a postsecondary education institution in Arkansas. Postsecondary education institution refers to a 2 or 4 year university, college, technical or trade school.
