- Be a female
- Be at least 25 years of age by May 2, 2006
- Be a US citizen or US national
- Demonstrate critical financial need
- Be officially accepted into an accredited program or certificate program at a US college or university, including American Samoa, Puerto Rico and the Virgin Islands
- Plan to graduate or receive certification between December 1, 2006 and August 31, 2008.
- Demonstrate clear career plans
- Not be earning a doctoral-level or terminal degree, such as a PhD, MD, DDS, DVM, JD, etc.
